Understanding the Difference Between Routine Sampling and Investigative Testing

What Routine Sampling Achieves

Routine sampling is typically performed as part of an established monitoring programme. Its purpose is to provide ongoing assurance that the control measures specified in your written scheme of control are continuing to keep the water system in the condition the risk assessment requires.

Examples of routine testing may include periodic Legionella sampling at sentinel outlets, Total Viable Counts at representative points, and monitoring of closed-system water chemistry such as conductivity, pH and inhibitor levels in heating or chilled-water circuits.

Routine sampling is usually scheduled at defined intervals — monthly, quarterly, six-monthly or annually depending on the parameter and the building type. The results are trended over time, and the value comes as much from spotting drift across multiple samples as from any individual reading.

When Investigative Testing Becomes Necessary

Investigative testing is usually triggered by a specific concern, incident, or system abnormality. It is reactive in nature and is designed to answer a question rather than confirm a baseline.

Common triggers include a positive Legionella result at one or more outlets, an unexplained case of Legionnaires' disease linked epidemiologically to the building, a sudden change in temperature trends, a sensory complaint (taste, odour or visible discolouration), or the commissioning of a new wing or piece of plant.

The objectives of investigative testing are often broader and more diagnostic in nature than routine sampling. Where routine sampling looks at a small number of pre-defined points, investigative sampling may cover a much wider net of outlets, may include analysis for a wider range of organisms, and will often run alongside intrusive system investigation such as schematic verification, dead-leg mapping or temperature surveys.

Interpreting Results Correctly

Investigative testing should always be interpreted alongside operational data such as temperatures, flushing records, maintenance history, schematic information, and recent occupancy patterns. A positive result viewed in isolation can lead to disproportionate response or, equally damaging, to false reassurance.

Laboratory results alone rarely provide the full picture. A 100 cfu/L Legionella count at a single point means something very different in a calorifier flow versus a low-use shower, and in a small office versus an augmented-care ward. The accompanying narrative — what changed, when, and who is exposed — is essential to a proportionate response.

It is also important to remember that microbiological tests have natural variability. Repeat sampling may be appropriate to help confirm the extent of an issue, but the need for immediate control action should be determined by the result, system risk, exposure risk and relevant guidance.

Building a Balanced Testing Strategy

Organisations should avoid the misconception that excessive routine testing alone guarantees compliance. Over-sampling can mask the real signal in noise, drive up cost, and create a false sense of security. Under-sampling, equally, leaves the duty holder without the evidence base needed when something does go wrong.

The right balance starts with the risk assessment: which outlets matter most, who is exposed, and what is the realistic worst-case scenario for each branch of the system? From there, routine sampling can be scoped to confirm the controls are working, and investigative sampling protocols can be agreed in advance so that the response to an unexpected result is fast and proportionate.
